Our Capabilities
Securing the right industrial land — and every permission that follows.
Everything your industrial project requires. One firm. One engagement.
From the first feasibility discussion to the day your operational licence arrives, Altius Ventures covers every regulatory, compliance and fiscal advisory need across the Maharashtra industrial project lifecycle.
Request a Strategic ConsultationSetting up an industrial facility in Maharashtra involves a minimum of 25 distinct regulatory touchpoints across eight authorities — each with its own documentation, timelines, inspections and escalation channels. Managing them in isolation, with different consultants for MIDC, MPCB, DISH, PESO and incentives, creates coordination gaps that translate directly into delays and cost overruns.
Altius Ventures eliminates that fragmentation. Our suite covers the complete lifecycle — land acquisition, pre-construction approvals, construction-phase compliance, post-construction certifications and ongoing operational retainers — delivered by a team with institutional knowledge of Maharashtra’s regulatory system, because our principals built their careers inside it.
Every authority. Every stage. One team.
A single point of contact between investors and the machinery of Indian state administration — across eight core practice areas.

Across the project lifecycle
We manage the full sequence in three disciplined stages — each with clear deliverables and owner-assigned timelines.
Stage I
Pre-Acquisition & Foundation
The 90 days before land acquisition are the most consequential of any industrial project’s regulatory life. A misclassified investment category can reduce PSI-2019 entitlements by crores; a site chosen without environmental pre-screening can trigger a Category A clearance that adds 18 months. We begin every engagement with a regulatory feasibility assessment and build a project-specific roadmap with owner-assigned timelines.
Land Identification & Feasibility
We analyse MIDC zones across Maharashtra to identify plots aligned with your requirements, power needs, and logistics connectivity.
DPR & Project Profiling
Robust Detailed Project Reports required for plot applications, structured for maximum scoring in the MIDC evaluation process.
Application Liaison
Direct representation with MIDC regional offices for plot allotments and negotiations.
Legal Verification
Verification of 7/12 extracts, search reports, and historical encumbrances on industrial land.
Key Stage I deliverables
- Regulatory Feasibility Assessment & Project Classification Report
- MIDC node and zone selection advisory
- MIDC Land Allotment — application, liaison, allotment-letter management
- Sub-Divisional Engineer’s Certificate (SDEC)
- Environmental Clearance — PARIVESH Category A/B filing, EIA coordination
- MPCB Consent to Establish (CTE) — Red/Orange/Green/White classification
- DISH / PESO Consent to Establish — regulated & hazardous industries
- MIDC Building Plan & Layout Approval
- NA Land Conversion — Revenue Department (non-MIDC greenfield)
- Project Regulatory Roadmap — milestone calendar with owner assignments
Stage II
Construction-Phase Compliance
While civil and structural teams build the facility, a parallel set of regulatory processes must run on schedule — power connections, factory registrations, labour-law compliance and water connections cannot wait until construction is complete. We run Stage II in parallel with your construction programme, with weekly status reporting and proactive escalation so nothing waits on paper that should be waiting on steel.
Building Plan Approval
Coordination with the Special Planning Authority (SPA) for FSI utilisation and architectural compliance — pro-rata & scrutiny fees, fire-NOC coordination.
Utility Connections
Permanent water connections and MSEDCL/MIDC power infrastructure sanctions — pipeline sanctions and sub-station approvals.
MPCB Liaison
Liaison with the Maharashtra Pollution Control Board for Consent to Establish — CTE/CTO applications and waste-management plans.
Key Stage II deliverables
- MSEDCL HT/LT Power Connection — application to energisation
- Factory Plan Approval & Registration under DISH
- PESO Layout Approval — for applicable industries
- Water & Drainage Connections from MIDC
- Principal Employer Registration — Contract Labour (R&A) Act
- Professional Tax & Shop-and-Establishment Registration
- GST Registration — coordinated with associate CA
- BOCW Registration & Compliance
- Interim Fire NOC — construction phase
- Occupancy & Building Completion Certificates
Stage III
Operational & Post-Construction
The final regulatory mile is where many projects stall — occupancy certificates held in queues, Consent to Operate needing documentation never compiled during construction, PSI-2019 Eligibility applications missing the pre-production window. We close the final mile with the same structured rigour, converting a constructed facility into a fully compliant, operational and fiscally optimised industrial asset.
Lease Deed Execution
Final transfer of rights and formalisation of the 95-year lease with MIDC authorities.
Production Commencement
Documenting the first day of operations to avoid extension fees and penalties.
Plot Transfer & Sub-leasing
Advisory on transferring industrial assets or legally sub-leasing portions of your facility.
Key Stage III deliverables
- Occupancy Certificate — MIDC & municipal authority
- Final Fire NOC from Local Fire Authority
- MPCB Consent to Operate (CTO) — review, documentation, inspection support
- Factory Licence from DISH — operational licence issuance
- Operational Licence from PESO — regulated substances & activities
- SEZ Approvals — Letter of Approval from Development Commissioner
- No Dues Certificate from MIDC
- PSI-2019 Eligibility Certificate — before commercial production (deadline-critical)
- Stamp Duty & Electricity Duty Exemption facilitation
- LOIs & Investment Promotion Incentives — documentation & submission
- Transition to Ongoing Compliance Retainer — licence calendar setup
Frequently asked questions
How long does MIDC plot allotment take?
Typically 60–90 days from the application date, depending on the region and completeness of the DPR. Our liaisoning speed ensures no time is lost to bureaucratic back-and-forth.
What FSI applies to MIDC industrial plots?
Industrial FSI in MIDC zones is generally 1.0 but varies by area and activity; additional FSI may be available for sectors like IT or Biotech subject to premium. We provide precise calculations based on current DCR rules.
What happens if production doesn’t start on time?
MIDC imposes “extension of time” fees if production doesn’t start within the stipulated period (usually 3–5 years), calculated as a percentage of the plot’s current premium. We help you secure extensions or document commencement to avoid these costs.
Does my project need MPCB environmental consent?
Most industrial activities require MPCB consent (White, Green, Orange or Red category); large-scale projects may need a full EIA clearance. We classify your industry and manage the appropriate clearance path.
